[lxc-devel] Support starting/stopping container concurrently

Hi,

Following two patches require AF_INET patch that I sent earlier to be applied on staging tree as otherwise LXC gives "bind : Address already in use". They try to address remaining set of problems for starting/stopping multiple containers concurrently. 

I'm sending them to get your feedback to see whether I'm on the right track so please feel free to share your thoughts.
