[lxc-users] GPG key fetch failure

My system has suddenly stopped being able to create new lxc containers using the "-t download" method. creating a new container by specifying it (lxc-create -t ubuntu -n test1) still works.
Here's an example;

The host system (cont02) is not behind any proxies (other than normal firewall), and can perform all other network operations without issue (apt update, upgrade, etc).
Any ideas where to start on this?
