Did you also install other dependencies? debian/control should list
what's needed to build. Or do a "apt-get build-dep lxc"

Did you actually read the configure output?

configure:5423: checking sys/apparmor.h presence

 #include <sys/apparmor.h>


Lookup who has that file:
