Sorry, I don't understand what you are saying.

The --rootfs parameter for templates was introduced by
"1897e3bc: Move container creation fully into the api" in May 2013,
before either lxc-download or lxc-centos existed.  The lxc-download
templates does appear to do the right thing (just tested).
