[lxc-users] Problem with lxc-execute and lxc.cap.drop - bug?

Hello,
This problem was first brought up back in 2011;

It seems that if you specify lxc.cap.drop, then lxc-execute has some
problems with lxc-init;
$ sudo lxc-execute -n template ls
lxc-init: failed to mount /proc : Operation not permitted
Does anyone know if this behaviour is intended or if it should be raised as
a bug?
Also, where is the most appropriate place to raise bugs/questions like this
in the future? (there seems to be several places, sourceforge, github, and
here).
Any feedback would be much appreciated, thanks
