I resolved the problem ,the sched_setscheduler fails in a container is
because in its /cgoup,the parameters cpu.rt_period_us and cpu.rt_runtime_us
should be changed .If the tasks in a cgroup should be able to access CPU
resources for 4 seconds out of every 5 seconds, set cpu.rt_runtime_us to
4000000 (microseconds)and cpu.rt_period_us to 5000000(microseconds).
