I was able to reproduce it. I have the 'init' process and the 'mountall' 
processes.

The latter is blocked on:

Smells like a kernel bug :(
AFAIK, utrace was backported to the fedora 13 kernel.

I tested with a fedora rawhide kernel (2.6.36... ) and it appears too, 
pfff ...
