  cgmanager: make exception for proxys placed in systemd unit

systemd starts cgproxy under a cgroup.  Since cgmanager by default doesn't
allow a proxy to act under anything not under its own hierarchy, this
prevents the cgproxy from doing its job.

So have cgmanager be aware of and allow for that special case.
