[cgmanager-devel] cgmanager fails if controller is not enabled

0.33-1 is in sid now.  That has the first patch but not the second.  The
second patch is a more correct fix, but the first should suffice to fix
the bugs.  Please let me know if I'm wrong about that and the second patch
is really needed, else i was going to wait for more pressing fixes before
pushing another package build.
